I would think of someone who is able to create a nicely looking layout and to press it into HTML and CSS without the need for Javascript, PHP, without a single line of code and that also means without a contact form. That is not what the buyer gets.

There is a uncountable number of software out there for the computer which enables to create websites without having to know anything about programming and there is also an uncountable number of click and build machines for websites on the internet. That means if someone haven't learned it and has no clue about design, he can despite say he is able to build a website. There are successful unlearned people and less successful unlearned people and those who have learned it.

Who mastered his knowledge has nevertheless to choose from a thousand ways to create the same product: Let's begin at the choose for the operating system, CMS or development by hand, design or to buy a design, which programming language will be used, will it be developed starting with nothing or using an existing toolset, which database, which database architecture, which server architecture and you should know - for each piece of the website itself there are many different inventions out there trying to solve the same problem.
